With reference to your letter No 1194 of the 22nd
We have before apolėgised for so frequently troubling
you in this matter, and our explanation for again troubling you
is that our clients are pressing us, apparently under the impression that there is some negligence on our part.
You will remember that the question has been under consideration in Hong Kong and this country for considerably more than 12
months,
Our Mr Dickinson left Hong Kong on the 16th March last after having discussed and practically agreed every point with Sir Henry Blake, save certain technical details which were to be discussed and settled with your Department here.
Upon our Mr Dickinson's return we reported the facts to our clients and in the belief, founded upon the statement of Sir Henry Blake that he was anxious to have the tramways constructed, We advised our clients to be prepared to at once deal with the
matter.
We understand that at that time they made all their
financial arrangements.
Our own personal fear is that unless
the matter is speedily completed they may reconsider their position. May we therefore ask if there is anything further we can do
to expedite matters.
We are at your absolute disposition to give you information or explanation upon any point.
