Kowloon is separated from Hong-Kong by the Harbour. There

was no school there where English was taught whereas in

Victoria there are several schools both public and private.

The Belilios Public School supplies such a want as that

suggested by the Colonial Government for Classes are held

therein, confined to European children, and any such pro-

posed school will be a heavy drag on the revenue of the

Colony. The present Reformatory building is out of town,

there are no facilities in the way of conveniences to reach

it and therefore very few children will avail themselves

of such a proposed school. Moreover, if I remember right-

ly, Dr. Wright of the Queen's College has classes exclusive-

ly for European children. A Technical School is wanted in

the Colony, We require Natives who will be content with
