I am directed by the Comptroller and Auditor General
to enclose a copy of a Query (No: 7) issued by this
Department on the accounts of Hong Kong for the year
1901, together with the reply received thereto, relating
to the payment to Mr: McI.Messer, during the time that
he was acting as Treasurer, of his full salary as a Cadet
and the half salary of the post of Treasurer.
2. As from the wording of the reply it would appear to
be doubtful whether Mr: Messer was doing his own work
I am to enquire whether in the opinion of the Secretary
of State the payment of full pay may be admitted.
