Sir,
I am directed by the Postmaster General to send to you here-
with for the information of Mr. Secretary Chamberlain a copy of a
letter from the Acting Postmaster General of Hong Kong, notifying
the authorization by the Government of that Colony of penny letter
postage (4 cents per à ounce) at the several British Postal
Agencies in China.
The Postmaster General presumes that this measure is the
outcome of the correspondence ending with his letter to the
Colonial Office No. 387072, of the 5th of December last; but
before applying to the Treasury for a Warrant to reduce the
postage he ld. per ounce on letters from the United Kingdom
to the Agencies, he will be glad to learn that the action of the
Bong Kong Goverment has the sanction of Mr. Chamberlain, who, in
that cass, will no doubt have secured the assent of the Treasury.
