With reference to War Office letter dated 8th May 1902, Hong Kong 8/135, and the recent inter-
departmental Conference respecting the exchange of
certain lands at Hong Kong, I am directed to acquaint you, for the information of Mr Secretary Chamberlain,
that in view of the importance attached to the immediate
acquisition by the Hong Kong and Whampoa Dock Company
of the land required for purposes of dock extension, the
Secretary of State for War is prepared to agree that
No. 2 exchange may be effected forthwith subject to the
following conditions, viz:-
(a) The value of the Colonial Military land, and
of the Military Reserve, at Kowloon Dock involved
in the exchange to be taken as the price paid by
the Dock Company, and so recorded in the Colonial
Military Lands Account, on the understanding that a certain deduction (to be agreed upon hereafter)
will in the future be made as regards the Military
Reserve Land when the value of the War Department
interest
