the Governor alludes to his having suggested to

Major General Gascoigne the desirability of appointing

a joint Committee of civil and military officers to report

and suggest a settlement of all out-standing land

questions between the Colonial and Military Authorities.

and in forwarding the report of the Committee he stated

that their recommendations met with the approval of the

General Officer Commanding and himself.

These recommendations included exchange

No.3, viz: a transfer by the Colonial Government of

certain land on the saddle between Victoria Peak and

High West, and on the spur running northwards from that

saddle, in return for the release of the available

military Reserve land at Kowloon not affected by

exchanges Nos 1 and 2.

According to the proceedings of the Committee,

dated 13th August 1900,

"it was agreed to prepare surveys of the lands "in question in order to facilitate the further *consideration of the project",

and it was understood by the Military Authorities that

No.3 exchange was agreed to in principle though not in

detail. The General Officer Commanding reported to
