With reference to Mr Lucas's letter of the 14th ultimo (No 18320/02) I am directed by the Lords Commissioners of His Majesty's Treasury to transmit, for the concurrence of the Secretary of State for the Colonies, the enclosed draft of a supplemental charter which has been prepared for the purpose of authorising an extension of the power of Note issue of the Chartered Bank of India Australia and China on the same conditions which have already been applied to the Hongkong and Shanghai Ranking Corporation.
Mr Chamberlain will observe that the power of excess issue is limited to the period of the Bank's incorporation and may be determined at any time on notice by This Board..
