39.—(1.) In the construction of this Part, the term **Licensed Junk" shall mean a junk, licensed under sub- sections (13) or (14) of this section and shall include any other vessel licensed under sub-section (15),
The term "Master" shall include any person for the time. being in command or charge of any junk.

As regards section 39 sub-section (1) the Board of Trade minute:-----
"Is it intended that the term "Master" here shall include “Pilot?" To that I beg leave to reply that the term "Pilot" appears to be inapplicable in the case of a junk.
