I am directed by the Board of Trade to acknowledge
the receipt of your letter of the 6th ultimo, transmitting for
the consideration of this Department sopy of a despatch from
the Officer administering the Government of Hong Kong with
enclosures relative to attempts to avade the payment of a Chines
tax upon articles imported into Chinese porta from Hong Kong
in native bottoms.
The Board have given careful consideration to the
suggestion made by the Colonial Secretary of Hong Kong in his
letter of the 21st April last enclosed in Sir W. J. Gascoigne's
despatch, and they are of opinion that, so long sa treaty
rights are respected by making the refusal to license
applicable to all junks (including British) flying flags
