I am accordingly to request you to be so good

as to state to ir Secretary Cha horlain tha te Board
of Trade are of opinion that, if the Hong Kong Lectie-
lature consider it desirable to include phosphorns in
the list of dangerous goods, it should be in addition
to, and not in substitution for, the substance referred to.
I am also to transit, herewith, a copy of Instructions
issued by them to their Officers res ectin the carriage
of lungerons Cargoes on board 3hip, and to suggest,
for the consideration of Mr Cha berlain, that it should
be forwarded to the Hong Kong Authorities for their
information.
