I cannot see any reason why the Hong Kong Govt like the G.O. in England should not get the same protection which is afforded the Telegraph Co, although the Soof Line's are, at present, worked by the Telegraph Co.
Clause 21 of the Bill would not suffice to protect the Loong Lines as plan "B" attached here shows that the Govt. wires are close to the new tramways. A clause similar to clause 21 should be inserted to protect Telegraph and Telephone Lines belonging to any Department as defined in clause 2.

As to the Telephone Co, Mr Frotter's first report is unsatisfactory because it does not say what amount between £1000 and £8000 would be reasonable. Inform that Co in reply to 43745 that the memo left with Mr Lucas by one of their Directors was referred to the Bd. of Trade whose adviser reports [quote Mr Frotter's memo of Dec. 23] and ask whether they are prepared to accept the offer of the Tramways Co (in 1194) to pay them £1500 in the event of their not obtaining the concession which they desire from the Govt of Hong Kong. The question of whether this concession will be granted is referred to you.
As to Mr Frotter's second report, inform Messrs Dickinson & Co that those revised specifications are reported by the Bd. of Trade's adviser to describe the equipment of an electric tramway well adapted for Hong Kong but query as to certain amendments.
I ask them for a copy of the vol for transmission to Govt of Hong Kong, returning the specifications & drawings which they left at this office some time ago.
Will you say whether you have any objection to other clauses in the Bill.
