this expression to mean that Hong Kong vessels were excluded, I absolutely refused to accept the provision, and the Treaty was concluded without it.
To sum up, this is the position of the new ports on the West River. Vessels to and from Hong Kong will have a Treaty right to do business at the new passeuger stations, and will in ordinary course be allowed to do so at the new ports of call, as has been the practice at the old ports of call opened under the Burmah Convention. Should, howev the Customs at any future time take upon themselves to forbid vessels from Hong Kong to touch at the "ports of call," His Majesty's Government can consider whether the words "regulations as to ports of call on the Yang-tsze" ought not to be taken as applying only to such as have received the concurrence of His Majesty's Government.
