Sir:-
I am directed by the Marqueer of Lansdowne to
transmit to you a copy of a despatch from Sir J.
Mackay respecting the ports of call and passenger
stations which will be opened on the West River, un
the ratification of the Commercial Treaty with China
which was signed on the 5th ultimo, and a copy of
which was inclosed in the letter from this Office of
the
123 mat.
Sir J. Mackay points out that according to the
wording of Article X of the Treaty, the porte of cull
are to be opened "under the same regulations" as thuse
opened on the Yangtse river under the Chefoo Con-
vention. This would mean that they are subject to
the "revised Regulations of Trade on the Yangtse
Kiang", which were sanctioned in 1862.
