My Lord:-
On the receipt of Your Lordship's Despatch
Number 230 of the 23rd ultimo, I reminded Baron von
Richthofen that I had as yet received no reply to the
note which Mr. Buchanan addressed to him on the 24th
of June last relative to an assault committed on a
constable of the Hong Kong Police force by seamen of
the German Navy, and I pointed out that the explana-
tion given by the German Consuli at Hong Kong could
not be considered satisfactory by His Majesty's Gov-
ernment, who complained that the Commander of one of
His Imperial Majesty's ships had withdrawn his mon
from the local jurisdiction by allowing the forfel-
ture of ball.
Baron von Richthofen now informs me that
the officer in command of the "Kalserin Augusta huo
been called upon for a report which, however, had not
