Sir:-

I laid before the Marquess of Lansdowne your

letter of the 19th ultimo enclosing a copy of a des-

patch from the Officer administering the Government

of Hong Kong, in which he enquires whether free

emigration of Chinese Coolies may now be permitted

from that Colony to Mexico.

I am directed by His Lordship to say that, in

view of the terms of Prince Ching's Note to Sir Ernest

Satow of the 5th of July, there appears to be no ob-

jection to permitting such emigration in future.
