Sir:-

We have the honour to acknowledge your letter of

the 11th instant with regard to the arrest of the

steamship "Kaifong" at Cebu, and we herein beg to

hard you:-

(a) Copy of letter received from our HongKong

house by last mail.

(b) Five cuttings from HongKong Newspapers giv-

ing reports of the Police Court pro-

ceodings.

from which you will gather that the "collusion" you

refer to was confined to a section of the Chinese

Crew and Stevedores, 41 of whom were imprisoned on

their return to HongKong.

The Stowaways were discovered by the ship's Of-

ficers (European) and their presence reported to the

Authorities, who undoubtedly exonerated the officers

from any connivance at the attempted gross infringe-

ment of the American regulations, for had they not
