I laid before the Marquess of Lansdowne your
20382 letter of the 6th instant, enclosing a despatch
from the Officer Administering the Government of
Hongkong from which it appears that, in order to
evade payment of a Tax levied on certain articles
imported in native junks, resort has been had to the
protection of foreign flags.
