The Taotai did not receive these representations favourably, and stated that it wo he necessary to call for reports from the different Magistrates, who in their turn shi the responsibility of a definite opinion on to the "wu hang," or five principal wealthy fir in the district. These replied that institutions of the kind were unnecessary and would sure to meet with opposition from the people.
All the officials of the district being so averse from the idea of the innovations
propos by the French Vice-Consul, it is not likely, at any rate for the present, that they s meet with the acquiescence of the Taotai, especially since, during the absence of t Chen-t'ai, who is practically the Governor of the island, be would be more than usta reluctant to take the initiative, as well as the responsibility for any subsequent clan which might be built upon this precedent; but, the opportunity proving favourable considered it advisable to suggest verbally to the Taotai the possibility of finding m suitable material for undertakings of this kind in the English market. He seems, hower to regard the realization of such projects as a matter not falling within the scope of prese discussion.
