With reference to Your Lordship's dospetch
No.25 of February 22nd, trensritting copy of e lettor
from the Colonial Office on the subject of Fritish
Postal Agencies in China, and requesting me to fur-
nish my views on the question whether the Chinesc
Government, myht take exception to a lower rete buing
charged by those aguncies then is charged by the
Chincae perial Post, I have the honour to enclose
copios of correspondence exchenged between myself
end Sir Robert Heri cu this subject.
It will be perceived that in his opinion a
Pritish penny rete will not conflict in any way with
Chinese postel intcreato.
In my telegram No.71 of March 20th, I
observed that there exists no British Postal Agency
