By direction of my Committee I have the
honour to submit for Your Lordship's consideration
a statement of a disability under which British mer-
chants in Tientsin labour in not having a British
Post Office established at that port.
There is an unquestionable grievance in
the fact that though Tientsin is now the second port
in importance in China it is the only port in the
country denied the privilege of the British Penny
Post.
It is quite unnecessary to point out to
Your Lordship the commercial value of Tientsin or
to give figures shewing the great increase which has
taken place in the British population there. It is
sufficient merely to state that whilst Amoy, Foochou,
