In the 26th year of Kuang Hsl British and
Chinese officials negotiated at Wei-hai-Wei the
revised Regulations in 12 clauses to be enforced
in the British Territory, which regulations were
approved by Your Excellency in your despatch dated
18.3.27 Kuang Hsu. (May 6th, 1901.)
I communicated the result of these negotiations
to His Majesty's Government and have now received
instructions calling attention to the clause dealing
with the escape of criminals to or from the terri-
tory and providing that the Chinese and British
Authorities must mutually notify each other by des-
patch and enlist the assistance of the other in
effecting the arrest: and that when arrested the
criminal must be handed over; but that neither
authority shall cross the frontier of the other
except
