My Lord:-

I have the honour to acknowledge the receipt

of Your Lordship's despatch No. 195 of August 16th.

enclosing a letter from the Colonial Office relative

to the treatment of Chinese criminals surrendered

from Hongkong to Canton, and instructing me to endea-

vour by effecting a further exchange of Notes with

the Chinese Government or in any other way that might

seem suitable to secure the permanent adoption by the

Chinese Authorities of the present temporary arrange-

ment.

As it appeared of primary importance to

secure in the first place the consent of the Viceroy

of Canton I instructed Mr. James Scott in October last

to endeavour to come to an arrangement with the Vice-

roy on this point and I have now received a despatch

the Marquess of Lansdowne, K.G.,
