Peking, December 18, 1901. WITH reference to my despatch No. 377 of the 1st October last, I have the honour to transmit to your Lordship herewith a further despatch from His Majesty's Consul at Kiungchow in regard to French action in Hainan.

Consul Werner to Sir E. Satou
(No. 11.) Sir,
Kiungchow, November 25, 1901. WITH reference to my despatch No. 8 of the 16th September last on the subject of French action in Hainan, I have the honour to report that the French mining engineer therein referred to has now arrived and proceeded inland. He is accompanied by Père Lagas, of the Portuguese Mission in Hainan, who understands several of the local dialects and bas himself travelled extensively in the island. The object of his journey is, in the first instance, merely to prospect, no Concessions for mining having been as yet obtained from the Chinese authorities. The French Vice-Consul, M. Blanchet, who originally intended to accompany the expedition, has beeu prevented from doing so by illness, and has returned to France on furlough.
