Sir:
I laid before the Marquess of Lansdowne your
letter of the 11th. instant enquiring whether His
Lordship sees any objections on political grounds to
the reduction of the rate charged by the British
Postal agencies in China to the equivalent of one
penny (four cents) per half ounce.
As the French Government have now reduced their
postal rates, Lord Lansdowne thinks that the only
objection of a political nature is that the Chinese
Government might perhaps take exception to the coll
petition arising from the British Postal Agencies
charging a lower rate than themselves.
Although His Lordship is not aware of any other
objection on political grounds to the proposed re-
duction he would prefer to consult His Majesty' s
Minister at Peking before expressing any definite
