With reference to Your Lordship's despatch
No.203 of the 30th August last, transmitting copy
of a letter from the Colonial Office relative to
the murder of Yeung Kui Wan in Hongkong, and in-
structing me to consult with His Majesty's Consul
General at Canton and, should I consider it ex-
pedient, to make certain representations to the
Chinese Government, I have the honour to report
that Mr. James Scott has given the matter his care-
ful study and consideration, and in view of the
facts with which he has furnished me in his des-
patch No.44 of December 7th (copy of which was
forwarded direct to Your Lordship by His Majesty's
Consul General) I am of opinion that the evidence
is insufficient for the present to warrant my
