The above cases, occurring at a time when it was generally believed that some improvement had taken place in the state of the country about Canton, seem to show that the improvements in the patrol service, the arming of guard-boats with machine guns, and increased vigilance on the part of the military authorities, have been unavailing to suppress piracy in the Canton Delta. The difficulty lies in the fact that the crews of these launches are usually too timorous to defend themselves: they succumb without a struggle, giving up their arms, and working the boat under the threats of the pirates.
