Custom-house, Canton, October 1, 1901. IN reply to your letter of to-day's date, I am instructed by the Commissioner to point out that special permission has been granted to a certain German firm to run launches under Inland Water Stean Navigation Regulations between Canton and Leichow city, provided a bond is given that the steamers employed will not enter any foreign waters, but so far no general instructions have been received by this Office, and no other inland places than Leichow has been mentioned.
Your steamers the "Nanning" and "Sainam," trading under West River Regula- tions between Canton and Wuchow, cannot also take part in the trade carried on under the Inland Water Navigation Regulations.

Canton, October 29, 1901, REFERRING to our letter of the 1st instant, requesting permission for our West River steamers to call at all places on the way to and from Wuchow, as was formerly the case, and to your reply thereto, we would now beg to call your attention to the fact that the steam-launches "Sing On" and "Ping Man," and several others--towing-junks→→→ are allowed to call at any and all places-Treaty ports, places of call, and all others- and that as these launches, with their tows, are running in direct competition to our steamers, it would seem manifestly unjust that they should be thus specially privileged, to the detriment of the interests of the Company were present. These craft combine inland waters and West River privileges, whilst a similar combination is refused to our steamers; we fail to see that a matter of towage can make any difference in the status
of the vessels, and the fact of the propelling power being outside instead of inside the hull of the vessel carrying on the trade can only be described as a distinction without a difference.
We should be much obliged if you would be good enough to give the matter once more your careful consideration, and accord to our West River steamers permis- sion to call at all ports or places on the way to and from Wuchow, or, at least, at all those places which were formerly allowed to us by Mr. Commissioner Drew.
