precedent for the conduct of similar cases through-

out the Empire, and can always be quoted and main-

tained as such in all Chinese Courts without further

reference to the Central Government.

I beg to invite Your Excellency's attention to

the piracy of the steam launch "Perseverance", when

Lei Ah Chang and other criminals were extradited by

the Hongkong Authorities to Canton.

Your Excellency instructed the Nan Hoi Magis-

trate to hear and try the case in the presence of an

Officer appointed by His Majesty's Consul-General.

No torture whatever was employed; the charge against

the accused was heard and determined on the atrength

of the evidence established in open Court

certain

of the criminals being executed, one imprisoned and

one released.

In recording my appreciation of these proccodings

I now beg to state that I have received Instructions

from Sir Ernest Satow, His Britannic Majesty'e Min-

ister in Peking, directing me to place myself in per-

sonal communication with Your Excellency and arrange
