My Lord:-
In accordance with instructions received
from His Majesty's Minister at Peking, I have recent-
ly been in communication with the Viceroy of the
Liang Kuang Provinces on the subject of the trial
and treatment of prisoners handed over by the Hong
Kong Government to the Chinese Authorities under
the Extradition Ordinances.
I have now the honour to enclose for Your
Lordship's information copy of a despatch and its
enclosures reporting the result of these negotia-
tions, which I have addressed to His Majesty's
Minister in Peking.
Your Lordship will observe that the Vice-
roy has agreed that the whole of the proceedings in
