Referring to the subject of the application re-

cently made on the initiative of the Hongkong Gov-

erment for the arrest of Ernest Horwitz against whom

a warrant had been issued on a charge of embezzlement,

I had the honour to communicate to you telegraphi-

cally on the 7th instant that the Local Authorities

refused to make the arrest unless authorised by the

Minister of Justice, and now have the honour to re-

port to you what has since transpired.

On receipt of your telegram of the 8th instant

stating that the Government declined to have the ar-

rest effected but that you had desired that the fugi-

tive should be watched, I called on the Governor and

was informed by his Secretary that they had received

instructions to direct the Police to watch the offen-

der as desired and on the arrival of the Steamship
