On the 7th instant the Minister for Foreign
Affairs received a Note Verbale from His Britannic
Majesty's Chargé d'Affaires in which he was informed
that a warrant of arrest had been issued by the Hong
Kong Court for a person named Ernest Horwitz, on a
charge of embezzlement and that he appeared to have
sailed from Hong Kong for Japan in the Steamship
"Peru" on the 31st ultimo. His Britannic Majesty's
Chargé d'Affaires consequently requested that the
person in question be arrested by order of the
Imperial Government on his arrival in Yokohama.
And in a Note Verbale on the following day, the
8th, His Britannic Majesty's Chargé d'Affaires made
the further request, in case the Imperial Government
were unable to comply with the request for the arrest
of the accused, that the Police might keep a watch
upon the movements of the man in question, should
he actually arrive in Yokohama by the Steamship
"Peru"
