Under these circumstances I do not consider my self justified in recommending Mr. Baxter, for the appointment of Assistant Director of Public Works, Hong Kong. To appoint to such an important post, a young and relatively untried man over the heads of men who have served with distinction, in Hong Kong and elsewhere, would be unjust.
(6) Mr. Baxter informs me that he would be willing to
accept a junior appointment in Hong Kong. This, however, would
not apparently, meet the views of the Goverment. It may be
gathered from the correspondence, that no member of the present. staff is considered fit for the post.

I beg to suggest that promotion should be made, from
the staff of some other colony. I may mention the names of Mr.
A.A. Brine, formerly in Mauritius, and now at St. Helena,w
who is
expected to return shortly. Also Mr. A.M. Quill, now at
Freetown, Sierra Leone.

Both these gentlemen have done good
Mr.
Quill was actually a member of the
Hong Kong staff, which he left, mainly for private reasons, but
with an excellent record.
