With reference to your letter No 31532/1902 of the 4th of September last and subsequent correspondence on the
subject of the appointment of an Assistant Director of Public
Works I have the honour to enclose for the information of

Decr 1902. the Secretary of State a copy of a letter we have received anded to
Johnson) from Mr Osbert Chadwick respecting a Mr E. G. Baxter who was
a candidate for the appointment.
It will be seen that Mr Chadwick does not consider
that Mr Baxter has had sufficient experience and suggests
in the last paragraph of his letter that promotion should be
made from the staff of some other Colony.
We await the Secretary of State's further instruc-
tions in the matter.
