It was, I believe, my intention that the tributary streams should be gauged, not merely during construction, but permanently; in order to provide information which will serve, firstly, to regulate adminis- tration; and secondly, to afford data with regard to the proportion of water which a given gathering-ground, situate on the new territory, will afford, under varying conditions of rain-fall,etc.

Messrs. Denison, Ram and Gibbs are of opinion, that self-recording gauges could not be obtained in less than 18 months, counting from the date of their letter,
(16th June, 1902). I believe that these instrument s
had they been ordered promptly, would have arrived at an
earlier date, so that they might have been in use early
next year. As no steps in this direction have, as yet, been taken, the matter may now be left in abeyance, pend-
ing further reference to the Colony. One of the objec- tions raised, with respect to the said gauges, is that they would be liable to damage, during construction.
My intention was, however, that the gauges should be
erected, outside the area, on which actual operations of
construction are in progress. As the gauges cannot now
be provided and erected, during the Rainy Season of 1902-37
the matter of gouges may be left in abeyance, until
further information is received from Hong Kong.
In concluding this subject, I beg to say that " in my opinion, the sooner the self-recording gauges are
erected and brought into use, the better.
