I have the honour to transmit for your

favourable consideration the enclosed copy of a letter from

six Officers of the Staff of the Registrar-General's Office

together with the covering recommendations of the Acting

Registrar-General.

These recommendations for an increase of

salaries were originally put forward by Mr. Brewin in last

May, but it was not found possible to include them in the

Estimates for 1903.

Messrs. Chan Lu Fong and Yung Lu U are

Assistant Shroffs; their position is one in which they are

exposed to temptation. Mr. Chung Ngok Wan is required to have

a sufficient knowledge of English to copy correctly and rapidly.

Mr. U Hung Kai, occupying the post of Chinese Writer must be

a Chinese Scholar of ability. Messrs. Li Kwok and Yung Kwong

Yip are registration clerks and have responsible duties to

perform, especially in reporting on the validity of Chinese

sureties.

It is most important that the clerks in

the Registrar-General's Office, in view of their constant

dealings with members of the Chinese Community, should be
