Jowever, I brought the matter under the notice of Dr
Tokai whose letter of the 13th instant clearly showS
the position,
Dr Hokai's action seems to me to be perfectly
legitimate and even if the power existed to restrain
him from taking a fae as described I should consider
it inexpedient to exercise it. His retirement from
the Council would involve serious inconvenience as he
is a most valuable and independent member and his
influence with the Chinese is always directed towards
the maintenance or good relations with the Government,
but I think it advisable to bring the matter to your
notice.
