I have the honour to acknowledge the re-
ceipt of your Confidential Despatch of the 31st. May, 1902,
and to inform you in reply that the legislation in question
is not required in this Colony owing to the large extent of
bare hill-sides over which troops can manoeuvre without any
question of compensation being likely to arise.
2.
I have consulted Major-General Sir W. J.
Gascoigne in this matter and he concurs with me in the above
view.
