As regards the last quoted despatch,

that a despatch written in June,

1902, cannot be regarded as governing appoint-

ments which were made in 1899 and 1901.

The 1883 correspondence is somewhat

as well as

to the point; but I think that a careful

study of the two despatches referred to will

show that the conditions are so changed that

the principles laid down in 1883 are to some

extent obsolete, and that so far as they are

applicable, they do not justify the criticism

passed by the memorials on some at least of the

appointments of which they complain.

7. Sir G. Boven, in his despatch submit-

ted a list of sixteen appointments, for one of

which (the Colonial Secretaryship) "cadets are

merely eligible". The list includes two ap-

pointments now assigned to the clerical service,

the Clerkship to the Executive and Legislative

Councils, and the Superintendentship of the

Gaol,
