I have the boaou to submit for consileration the following observations on Volunteering in longkong,

1.

Je want Artilleryaea for the guns of the fortress, both for those in the works and for those that are movable.

It the R. 3. A. Companies are increasel, their bar- racks will take up valuable ground.

Barcison Artillary is the best of all aros for Volunteers, because each man can be assignel a certain post in a certain battery, or in a certain unit of the movable armament. Se oan therefore become thoroughly efficient with much less trouble than in any other arn.

Joceover, if assignal to a gua or other duty in a fort, a volunteer even in war time can nonely always be sparel luciaf business hours.

The "posts" in forbs inclule those coadsobal with Scientific range fialing, the working aal maintenance of telephones and other electrical installabions, signalling, eb3., and, also, such simple duties as serving out ammunition. Therefore there is angle ground for individual choice and the employment of the skill and experience gained in men's ordinary business.

I understand that the Fiell Battery fiol the 3.5" R. N. L. Sores 3ans too heavy. These before long will be withdrawn. It will then be a question whether it shall be assigne) fiell pieces or mountain guos. The field pieces are novable but cannot be called mobile with man draught. The mountain guns are heavier than the 3.5" gans, and if assignal to then the whole battery woull, oo mobiliza- tion, have to be kept constantly on laby at long distances from Victoria. It is impossible to train Volunteers sufficiently for Mountain Artillery work.

If a sufficient number of Volunteers woull become Sarrison Artillery I should be preperal to recommend H. 3. the 3.0.0. (1) to assign to them certain works, such as Victoria, Babbery with its fine 9.3" 3. L. Ban, to be manned exclusively by the Corps (3) to hand over certain gune, of the latest patterns belonging to the movable aruament, which guns, it look-up shels were pravidel, could be placel at convenient centres for drill, such as I understani would be the Kowloon
