With reference to your letter of the 30th. instant, and previous correspondence, I have the honour to trans- mit for the consideration of the Naval Authorities a copy of a Report by the Director of Public Works on the proposed Rifle Ranges at Kowloon and Stonecutters' Island, and to suggest the submission, in concert with the Military Authorities whom I bave similarly addressed, of a joint plan for meeting the Naval and Military requirements in the matter of Rifle Ranglis.

I also enclose for information a copy of a letter from the Secretary to the Hongkong Rifle Association, and shall be glad if the joint plan to be submitted will, if possible, admit of the Rifle Association continuing to use the Range which they aow occupy in common with the Naval Authorities.

The enclosures to the letter from Vice-Adoiral Richards No. 1971 of the 25th. April are returned herewith, as requested.
