I have the honour to acknowledge the receipt of your letter of the 15th. instant and to inform you in reply that I regret that I am not at present in a position to arrive at a decision on your application to be allowed to extend the Rifle Ranges used by the Naval Authorities. The application has to be considered in connection with similar applications made to me by the Military Authorities, and it is complicated by the facts that the Rifle Association appears to have certain rights over the Naval Range at Kowloon, and that the proposed extension of the Range at Stonecutters' Island would encroach on property belong- ing to the War Department. In these circumstances I am endeavour- ing to arrange for the Rifle Association to make use of the Police Range, and when that has been settled, I propose to invite the Naval and Military Authorities to submit a joint plan for meeting their several requirements.
