In reply to paragraph 5 of your Despatch
No. 294 of the 6th. of last September, I have the honour to
inform you that Mr. Curwen is still living in free quarters
at the Reformatory and that in addition to his salary of
$1,440 a year rising by annual increments of $48 to $1,680 he
now draws an allowance of 70 cents per diem to cover the
expenses incurred by him for lunching in town and travelling
daily to and fro between the Reformatory and the Post Office,
together with an allowance for fuel and light of between $8
and $9 a month. I do not therefore at present see any necessity
for increasing his salary.
2.
Mr. Bullin's salary has been fixed at
$1,380 which was arrived at as follows.- $1,200 per annum
being the initial salary of the former First Clerk in the
Registrar-General's Office plus $180 to cover loss of fuel
and light and extra expense involved in travelling to and
from his present office,and in having his luncheon conveyed
to his office. Mr. Bullin at present occupies free quarters
in the Tung Lung Chau School and he has been promised a
