Attorney General of Hongkong, as it would in like case

be presented in England by the Attorney General of

England.

I further advise (1) that if the matter is

deened urgent I should receive His Excellency's authority

to present the petition at once; (2) that if the matter

be not urgent the question or revocation, and my view

thereon, be brought by His Excellency under the coasider-

ation of the Secretary of State.
