In reply to your Despatch No. 301 of the
17th. of last September, I have the honour to inform you that,
in view of the fact that the Harbour Master reports that he
considers it very probable that some of the cheap cartridges
brought to this Colony would not satisfy part of the defini-
tion of Safety Cartridges contained in the Explosives Act,
1875,
to the effect that such cartridges are so closed as to
prevent any explosion in one cartridge being communicated to
other cartridges', I m of opinion that it will be safer not
to amend Section 2 of Ordinance No. 20 of 1902 in the sense
indicated by the Board of Trade.
