the Staff of the Public Works Department as suggested by you.

The addition of an Executive Engineer with experience

of both Water and Drainage Works is in my opinion a pressing

necessity, for it is impossible for one Engineer to properly

control both these branches of the Public Works Department,

and I would strongly urge the appointment of such an Officer

at once.

Whether any further addition to the strength of the

Staff is at present required or not depends on whether Mr.

Boulton is appointed to be Assistant Director of Public Works.

If he is se appointed then I consider that an

Engineer will be required to take his place on the Reclamation

Works or other works indicated by Mr. Chatham.

As regards the promotion of Mr. Fisher te

the rank of Executive Engineer, I would suggest that if in

view of the fact that he is doing the work of an Executive

Engineer, he were pemitted to draw the maximum of his salary

(83,000) from the 1st. of January next, the question of ap-

pointing him to be an Executive Engineer and of appointing an

Assistant Engineer in his place might be allowed to stand

over.
