I am not yet in a position to lay this
scheme before you because the preliminary negotiations to
obtain the consent of all the Marine Lot holders have not yet
been concluded, difficulties having arisen with some of them.
A difficulty has also arisen, I may mention, with the Naval
and Military Authorities in respect of the boundary between
the proposed reclamation and the reclamation in front of the
adjoining Naval and Military properties.
I may state, however, that it is my intention to
recommend that this reclamation should be carried out by the
Colonial Government on behalf of the Marine Lot holders in a
similar manner to that in which the Praya Reclamation now near-
ing completion was executed.
No expense would, therefore, fall on the Government
except for the comparatively small area which will accrue to
it, there being very little Crown Land along the Eastern Praya.
I am of opinion that a reclamation in

front of this portion of the town will become imperative
in the near future on Sanitary grounds, and that at the pre-
sent time it is very desirable in order to provide more
housing space for the population and more wharfage space for
the shipping, the water in front of the present Eastern Praya
being too shallow to admit of vessels of any size app reaching
it.

In view of the above considerations, I
venture to state that I do not consider that the services of
Messrs. Boulton and Mudie can be availed of to supplement
the
