In reply to the 2nd. paragraph of your
3133 Despatch No. 287 of the 4th. September, and in continuation *f Sir William Gascoigne's Despatch No. 382 of the 27th. of
August, I have the honour to transit for your consideration
the enclosed copy of a minute by the Director of Public Works,
together with a copy of an extract from a Memorandum by Mr.
J. F. Boulten to which Mr. Chatham refers, shewing how the
services of Mr. Boulton (if he is not appointed Assistant
Director of Public Works) and Mr. Mudie are required in con-
nection with the Praya Reclamation and the proposed Praya
East Reclamation, or on other works in connection with the
recommendations recently made by Mr. Chadwick,

With regard to that scheme, I transmit
for your information the enclosed copy of correspondence
which has passed between Sir C P. Chater and this Government
on the subject, together with a copy of a letter from the
Director of Public Works advocating a more extended reclama-
tien. I also enclose a plan shewing the twe schemes of recla-
mation, and I may add that these schemes were considered by
my Executive Council in 1901 and that a majority of the
Council
