I have the honour to transmit for your
consideratien the correspondence noted in the margin and te
point out the large pecuniary advantage, estimated by the
Postal Agent in Amey at $10,000 annually which will accrue to
this Goverment in the event of the establishment of a Parcel
Post with the United States of America direct instead of vià
London.

The authority under which parcels for the
United States of America can be accepted by the Hongkong
Administration at all is the arrangement between the United
Kingdom and the United States of America, and this does not
permit of the despatch of such parcels otherwise than through
Londen. To allow of such a direct exchange as is suggested by
the Chairman of the Amey General Chamber of Commerce, it would
be necessary to execute a new Convention with the United
States Government. Such conventions have been made with ther
British Colonies, as for example the Parcels Post Convention
between the United States of America and the Windward Islands
signed at Washingten on the 24th. February, 1892, and I would
suggest that the Secretary of State for Foreign Affairs be ap-
