The presence of a considerable Military Garrison on the Island has also the advantage of rendering un- necessary the provision of a considerable Police guard in addi- tion to the ordinary Staff of Prison Warders.

If this site is approved we would recon- mend that a boundary wall be built enclosing all the available Orown band and that a wing for 100 convicts be built inside it with necessary quarters for Staff etc., and that the convicts be employed in builling additional wings as required in parallel blocks.

The above proposal if adopted renders neces- sary the removal of the Gunpowder Depot to another site, end we recommend that that site be on the North Rastern face of Green

Island.

We attach two sketch plans prepared by the Director of Public Works shewing how a Depot might be constructed in this locality. It would bave the advantage of being well protected from shell fire from any except the Harbour side, and it is easier of access than the present Depot and bas deep water close alongside of it.

Nr. Chatban estimates that a Depot of the necessary storage capacity with quarters for the Superintendent could be constructed at a cost of $25,000 as against $50,000 which appeared in the Estimates of 1399 as the cost of a new boab-proof Depot on Stonecutters' Island. The latter sum would probably require to be increased on account of the high prices at present prevailing.

A pier would be required at Green Island,

the cost of which would not exceed $10,000,
