With regard to paragraph 3 of your Des-

.patch under reference, I have the honour to transit for your

information the enclosed copy of correspondence between the

Colenial Secretary and the Colonel Commanding Royal Engineers

in China, from which you will observe that Colonel Brown is

unwilling to recommend that the War Office should contribute

te the expense of moving the Depot unless the Convict Prison

is located elsewhere than on Stonecutters' Island. As I cannot

recommend that the Prison when built should be located else-
